The SDDOT has postponed the public meeting open house previously scheduled from 5:30 p.m. to 7 p.m. on Wednesday, Feb. 15, 2023, in the council chambers of the Brookings City-County Government Center, located at 520 3rd St. in Brookings.
SDDOT I-29 Exit 133 Interchange Modification Study
The South Dakota Department of Transportation (SDDOT), in collaboration with the City of Brookings and the Federal Highway Administration (FHWA), will hold a public meeting open house from 5:30 p.m. to 7 p.m. on March 30, 2023, in the council chambers of the Brookings City-County Government Center, located at 520 3rd St. in Brookings. The public meeting is being held to inform area residents of the beginning of the Interstate 29/Exit 133 Interchange Modification Study.
The corridors being studied include:
- I-29 from Exit 132 (U.S. Highway 14 / 6th Street) to one-half mile north of exit 133
- U.S. Highway 14 Bypass / 18th Street from east of Jackrabbit Avenue to U.S. Highway 14 / 6th Street
The public meeting open house will be informal allowing for one-on-one discussion with the study team. A prerecorded presentation will play on a continuous loop for the duration of the open house. The purpose of the public meeting is to introduce preliminary interchange and crossroad concepts to the public and gather input on those concepts. Area residents, business owners, and daily commuters are encouraged to attend the public meeting and participate in the study. The opportunity to present written comments will be provided. Written comments on the public meeting will be accepted until Thursday, April 13, 2023.
For those who cannot attend the open house or desire additional information on the overall study, the prerecorded presentation and open house displays will also be available at the study website www.i29exit133.com starting the day of the public meeting. The meeting presentation will be streamed through a link on the study website. The website also allows for online comments to be submitted. The study team would appreciate hearing from area commuters, concerned citizens, and adjacent landowners and business owners throughout the study period.
Notice is further given to individuals with disabilities that this open house is being held in a physically accessible place. The South Dakota Department of Transportation (SDDOT) will hold a public meeting open house on Thursday, Sept. 28, 2023, to discuss and receive public input on a resurfacing and intersection modification project at the intersection of S.D. Highway 34 and 457th Avenue near Madison. This public meeting open house will be held in the Depot Room at the Madison Chamber of Commerce, located at 315 S. Egan Ave. The public meeting open house will be held from 5:30 to 7:30 p.m.
The public meeting will be informal with the opportunity for one-on-one discussions. SDDOT and consultant design staff will be available with displays to discuss the proposed intersection improvements and answer questions. During this public meeting, participants will also have the opportunity to present written comments.
Written comments will be accepted until Thursday, Oct. 19, 2023, and may be submitted at the open house or directly to one of the project contacts.

The South Dakota Department of Transportation (SDDOT) and Federal Highway Administration (FHWA) will hold public meeting open houses on Tuesday, June 20, 2023, in Winner and Wednesday, June 21, 2023, in Platte to inform the public and gather public input on the S.D. Highway 44 Platte-Winner Bridge Environmental Assessment (EA) and Section 4(f) Evaluation.
The Tuesday public meeting open house will be held at the Holiday Inn Express located at 1360 E. Highway 44 in Winner. The Wednesday public meeting open house will be held at the Platte Community Center located at 310 Main St. in Platte. Both meetings will be held from 5:30 p.m. to 7 p.m.
Replacement of the Platte-Winner Bridge requires realignment of portions of the Highway 44 corridor immediately adjacent to the Missouri River. The total realignment represents approximately one mile of new bridge plus an additional .5 miles of new roadway on either side of the river, totaling two miles of realignment. The Snake Creek Recreation Area is located on the east side of the bridge. Due to the realignment, SDDOT has worked cooperatively with South Dakota Game, Fish, and Parks (SDGFP) to mitigate the potential impacts caused by the bridge project to the park.
This EA completes a comprehensive evaluation of impacts in categories including land use, archeological and historic resources, noise, wetlands/streams, floodplains, threatened and endangered species, recreational resources, and regulated materials along the route. Due to the presence of recreational and historic resources, this environmental evaluation includes a Section 4(f) analysis which has resulted in a proposed 4(f) de minimis findings.
Throughout each open house event, project staff will be available with displays to discuss the project and answer questions. Information will be available on the EA and Section 4(f) process and findings. Additional information will be available about the proposed construction timeline. SDDOT has committed to keeping the existing bridge open to traffic during construction of the proposed bridge.

In developing this project, SDDOT published the S.D. Highway 44 Platte-Winner Bridge Corridor Study in November 2019. That study established a recommended alignment for the new bridge and facilitated further coordination with agency partners including the U.S. Army Corps of Engineers (USACE), U.S. Coast Guard, and SDGFP to obtain project approvals on issue areas including recreational resources and cultural/historic resources. Design and permitting are underway and construction will occur in phases starting in 2024. The new Highway 44 Bridge over the Missouri River is anticipated to be open to the public in 2027.

The West Yankton County Master Transportation Plan study will address a full range of transportation options and issues, including pedestrian, bicycle, transit, freight, and automobile, within the area of Yankton County west of the City of Yankton and south of S.D. Highway 50. The South Dakota Department of Transportation (SDDOT) advises construction on U.S. Highway 18 from the James River to U.S. Highway 81 intersection will begin early April, 2022. The purpose of this project is to widen the shoulders of US18 from Olivet east to US81 with an exception through Menno, as well as replace multiple drainage structures. The existing roadway is 26 feet wide consisting of 12-foot driving lanes and 1-foot shoulders. The goal of this project to is to widen the roadway to 36’ by maintaining 12-foot lanes and extending the shoulders to 6-foot. Mainline surfacing will not be done with this project but is scheduled to begin in 2023 under a different contract. This project will be completed in three sections…
Section 1 - Just east of 437th Avenue to Highway 81: This section will be completed first and is 1.2 miles in length. Work includes full roadway grading, culvert replacements, and removal and reconstruction of a Cast-in-Place Box Culvert. A detour will be used during completion of this section for a maximum of 40 days.
Section 2 - Just east of the James River to Just east of 428th Avenue: This section will be completed last and is 1.3 miles in length. Work includes full roadway grading and culvert replacements. A detour will be used during completion of this section for a maximum of 20 days.
Section 3 - Just east of 428th Avenue to just east of 437th Avenue: This section will be completed throughout much of the summer and is 9.8 miles in length. Work includes shoulder widening and culvert replacements. Flaggers and Pilot Car will be used to maintain traffic during its construction.
Foothills Contracting, Inc. of Webster, SD is the prime contractor of the $9.882 million project. Work will be performed thru November 2022 with Field Work Completion date of November 18, 2022.

Welcome to the Hill City Master Transportation Plan web page! The City of Hill City, along with the South Dakota Department of Transportation (SDDOT), is sponsoring the development of this planning study. The study will examine current transportation issues and needs facing Hill City and decide how best to address them. All transportation modes will be studied, including roadways, transit, and pedestrian and bicycle facilities. When completed, the study will outline recommended improvements and provide a plan for implementing them. The goal is to create a safe and efficient transportation plan that will serve the City of Hill City moving forward.
About the Study
The study will consist of three main phases to be completed over the summer of 2023:
- The first phase will inventory and analyze existing and future conditions and identify the problems and needs.
- The second phase will develop strategies, alternatives, and potential solutions that address the problems and fulfill the needs. Because of limited budgets for transportation infrastructure maintenance and construction, costs will be considered when developing alternatives. Addressing major problems identified as most important to the community and the transportation system will increase the impact of this study.
- The third and final phase will select alternatives for further study and prioritize them based on planned investments for the City of Hill City.

An important component of this master transportation planning study is your input. We want to know about your travel patterns, your destinations and the challenges you face getting there. Hearing from the community at large is integral to the success of the planning recommendations. Hill City is your home, and nobody knows it as well as you. As the study progresses, we will need your input on the potential alternatives we develop for improving our area’s transportation network.

The South Dakota Department of Transportation (SDDOT), in collaboration with the South Dakota Department of Tourism and Stantec Consulting, will hold an open house public meeting at Spearfish City Hall, located at 625 N. 5th St. in Spearfish, on Wednesday, April 27, 2023, from 5:30 to 7 p.m. A short presentation will be provided at 5:45 p.m.
The Department of Tourism and SDDOT have been working together to revitalize South Dakota’s existing Interstate rest areas and welcome centers for the traveling public.
The existing Spearfish rest area located along Interstate 90 (eastbound) near the Wyoming and South Dakota border has been identified by the State as needing to be reconstructed. This provides an opportunity to review the existing location, as well as the nearby corridor, for a location that best serves the needs of South Dakota visitors and residents. Along with the existing rest area location near the SD/WY border, locations north of Exit 10 off of US85 as well as northwest of Exit 17 have been identified for further consideration.
The purpose of this open house public meeting is to provide project information, answer questions, and collect public feedback on proposed locations. Area residents, business owners, and daily commuters are encouraged to participate in this public meeting. The opportunity to present written comments will be provided. Comments on the public meeting will be accepted until Wednesday, April 19, 2023.
Notice is further given to individuals with disabilities that this open house is being held in a physically accessible place. Any individuals with disabilities who will require a reasonable accommodation to participate in the open house should submit a request to the department’s ADA Coordinator at 605-773-3540 or 1-800-877-1113 (Telecommunication Relay Services for the Deaf).
