U.S. Highway 14 and 83 - Euclid Ave
Project Updates:
May 27, 2025:
On Wednesday, May 28, 2025, a planned traffic shift will take place on the Euclid Avenue project in Pierre. Scheduled changes, and continued construction work, include:
- Traffic on Sioux Avenue will be placed in a two-way configuration in the eastbound lanes. The 12-foot width restriction will remain in place.
- Vehicle access to the post office and Federal Building will be from Pleasant Drive and then south on Pierre Street.
- Pedestrian access to the post office and Federal Building will be detoured from the Sioux Avenue intersection to the traffic signals at Central Avenue and Highland Avenue.
- The South Pierre Street detour will remain in place during this phase of work. Lower Pierre Street business access from Sioux Avenue will continue from Central Avenue and Highland Avenue to Dakota Avenue.
On Wednesday, May 28, 2025, at 11 a.m., the weekly informational meeting will be held at the AGC Building located at 300 East Capitol Ave., Suite 1 in Pierre. The general public, local businesses, and EMS personnel are encouraged to attend to learn more about the project and the new traffic configurations.
The traveling public is asked to be alert through the work zone for longer queues of traffic, construction vehicles, and workers adjacent to the moving traffic.

May 16, 2025:
Beginning May 21, 2025, motorists are asked to use the entrances on North Grand Avenue and East Prospect Avenue to access the Hughes County Courthouse due to construction activities on the Euclid Avenue project in Pierre.

Completed Work April 15, 2025 – May 15, 2025: On Sioux Avenue: The contractor installed a temporary bypass sanitary sewer line under Sioux Avenue traffic and installed the new sanitary sewer line from the southeast quadrant of the intersection to the northwest quadrant. They also replaced a water line under Sioux Avenue from the southwest to the northwest quadrant of the intersection. Soil was backfilled and compacted and basecourse placed.
The contractor then graded, formed, and placed concrete for the inside eastbound through lane and the fillet section in the southwest and southeast quadrants of the intersection.
On Pierre Street (from Sioux Avenue to one block north): The contractor connected the sanitary and water line from the southeast and southwest quadrants to the junction boxes on Pierre Street. The contractor is also setting manholes, continuing to work on water lines, storm sewer pipe, and performing undercut.
On Euclid Avenue (from east Pleasant Drive through Capital Avenue): The contractor coordinated with utility companies to adjust as needed to accommodate new construction. The contractor has been installing new City water lines and has two thirds of the new storm sewer and accommodating drop inlets installed.
Anticipated work May 15, 2025 – June 15, 2025: On Sioux Avenue: The new eastbound lanes will be completed along with sidewalks, pedestrian push buttons, and new ADA ramps. Traffic will switch to a two-way configuration on the new eastbound lanes as construction begins on Phase “1B” removing the existing westbound lanes and installing new storm sewer. During this phase the pedestrians will be routed from Sioux Avenue to Pleasant Drive at Central and Highland Avenues.
Access during Phase “1B” to Lower Pierre Street businesses will continue via the downtown businesses detour utilizing Central, Highland, and Dakota Avenues.
On Pierre Street (from Sioux Avenue to one block north): The contractor will continue with water line installation, setting drop inlets and manholes, storm sewer installation, and begin grading work.
On Euclid Avenue (from east Pleasant Drive through Capital Avenue): The contractor will complete storm sewer and drop inlet installation and will begin earthwork operations; removing soil, grading to the new profile and compacting. Curb and gutter work will be underway. At the east Pleasant Drive and Euclid Avenue intersection the contractor will begin placing concrete surfacing.
Utility adjustment will continue north through the Capital Avenue and Euclid Avenue intersection and continue north to Prospect Avenue.
The alley access between Capital Avenue and Prospect Avenue will be closed as needed to accommodate construction.

Past Meeting Information:
On Thursday, March 20, 2025, the South Dakota Department of Transportation (SDDOT), along with the City of Pierre, and Morris Inc., held a public informational meeting to discuss the upcoming Euclid reconstruction project in Pierre. The meeting, included construction timelines and traffic changes. Morris, Inc., the contractor for the Euclid Avenue reconstruction project, provided a short presentation at each meeting.
