Project Updates:

July 18, 2025:

June 15, 2025 – July 15, 2025, Completed Work:  

In Sioux Avenue: After installation of storm sewer pipe, drop inlets and utilities; earthwork, basecourse, and concrete was placed for the new westbound lanes. Once newly placed concrete in the westbound lanes obtained strength, traffic was then switched to the outside eastbound and westbound lanes respectively. The contractor then placed basecourse and concrete in the left turn bay. The intersection was then striped, and traffic was restored to its pre-construction configuration on July 9th. Lower Pierre Street was restored to a southbound, one-way street. Detour signing to Lower Pierre Street businesses on Central, Highland, and Dakota Avenues was removed. 

On Pierre Street (from Sioux Avenue to one block north): The contractor completed water line installation, setting drop inlets and manholes, storm sewer installation, and has completed undercut and grading work.  

On Euclid Avenue (from east Pleasant Drive to Prospect Avenue):  

Prospect Avenue/Euclid Avenue intersection has been closed as construction advances north. 

Basecourse was placed thru Capital Avenue and Capital Avenue was opened to east/west traffic with a gravel crossing. A stopped condition for east/west traffic is in place. No access is allowed from the north or south.  

From Prospect Drive heading north, Curb and Gutter, sidewalk placement, and ADA ramps is underway. The contractor completed concrete paving immediately north of the Euclid Avenue/East Pleasant Avenue Intersection. 

 

Anticipated work July 15, 2025 – Aug. 15, 2025:  

The traffic signals at the Sioux Avenue/Lower Pierre Street intersection will be installed by late July. Until that time, pedestrians continue to be routed from Sioux Avenue to Pleasant Drive at Central and Highland Avenues. 

On Pierre Street (From Sioux Avenue to one block north): Curb and Gutter, sidewalk, ADA ramps, concrete paving, and permanent striping will be completed. This segment will then be opened to vehicular traffic from Sioux Avenue with a cul-de-sac adjacent to the RR overpass allowing traffic to “U-turn” and return back to Sioux Avenue. 

On Pierre Street(From 1 block north of Sioux Avenue to Pleasant Drive): Surfacing removal, new water line placement, sanitary placement, storm sewer and drop inlet placement will commence. 

On Euclid Avenue (from east Pleasant Drive to north of Capital Avenue): Curb and gutter, sidewalk, ADA ramps, asphalt paving, and striping will be completed through the Capital Avenue intersection eventually opening that segment to traffic and pedestrians. 

On Euclid Avenue(From Capital Avenue north of Prospect Avenue): The Contractor will continue moving north of Prospect Avenue with surfacing removal, utility relocation, and continue with new water line  storm sewer installation, and undercut.

July 7, 2025: 

Traffic Change Update for U.S. Highway 14/83 Reconstruction Project in Pierre

PIERRE, S.D. – On Wednesday, July 9, 2025, traffic on the Sioux Avenue portion of U.S. Highway 14/83 in Pierre will be returned to its traditional five-lane configuration. South Pierre Street will be returned to its traditional one-way southbound configuration, restoring access from Sioux Avenue.

Due to continued construction, commuters will not be able to turn north at the Sioux Avenue/Pierre Street intersection. 

Traffic signals and pedestrian push buttons in the Sioux Avenue/Pierre Street intersection will not be operational until construction is complete immediately north of the intersection. In the interim, pedestrians desiring to cross Sioux Avenue at its Pierre Street intersection will continue to be detoured to the traffic signals at Highland Avenue and Central Avenue. Individuals needing access to the federal building and businesses north of Sioux Avenue on Pierre Street should utilize Central Avenue or Highland Avenue to Pleasant Drive.

The 12-foot width restriction on Sioux Avenue has been removed.

The traveling public is asked to be alert traveling through the work zone and watch for longer queues of traffic, construction vehicles, and workers adjacent to the moving traffic.

On Wednesday, May 28, 2025, at 11 a.m.,  the weekly informational meeting will be held at the AGC Building located at 300 East Capitol Ave., Suite 1 in Pierre. The general public, local businesses, and EMS personnel are encouraged to attend to learn more about the project and the new traffic configurations.

Past Meeting Information:

On Thursday, March 20, 2025, the South Dakota Department of Transportation (SDDOT), along with the City of Pierre, and Morris Inc., held a public informational meeting to discuss the upcoming Euclid reconstruction project in Pierre. The meeting, included construction timelines and traffic changes. Morris, Inc., the contractor for the Euclid Avenue reconstruction project, provided a short presentation at each meeting.

  • Wynoka Street drainage outfall.
