Project Updates:

April 17, 2026: 

Anticipated Work - May 2026:

On Euclid Avenue (from Broadway Avenue through Elizabeth Street):
Water line and storm sewer installation will continue. Undercut work will be completed, and base course placement may begin at Wynoka Street and continue north.

On Euclid Avenue (from Elizabeth Avenue to Fourth Street):
The traffic signals at Elizabeth Street will be removed. There is currently no work in this segment. The road is closed to westbound Elizabeth Street to accommodate the installation of new city sewer and sanitary lines. Because the west half of the Elizabeth intersection is closed for waterline and sanitary sewer installation, traffic will free-flow adjacent to the intersection work from Euclid Avenue east onto East Elizabeth Street.

On Euclid Avenue (from Fourth Street north to the divided four-lane north of Eighth Street):
Traffic control will continue with two-way traffic in the southbound lanes. Storm sewer placement will be underway between Fourth Street and Sixth Street in the northbound lanes. Backfill and subgrade compaction will also be underway. The contractor may then continue surfacing removal through Eighth Street.

On Wynoka Avenue (from Euclid Avenue east to Hilgers Gulch):
The Highland Avenue intersection will be closed as storm sewer construction begins across Highland Avenue. Storm sewer placement will continue toward Euclid Avenue. Highland Avenue will then be reopened and gravel surfacing placed.

On Elizabeth Avenue (from Grand to Euclid):
This one-block segment will remain closed as the City of Pierre continues sanitary sewer and new water line installation.

April 2026 - Completed Work: 

Work resumed Monday, March 2, 2026. A 10-foot width restriction is in place for segments with two-way traffic. A detour is in place from the U.S. Highway 14/S.D. Highway 1889 intersection at Sioux and Pierre streets to the S.D. Highway 1804/Highway 1889 intersection north of Pierre.

On Euclid Avenue, from Broadway Avenue through Elizabeth Street, the roadway was closed the week of March 9. Traffic signals at Broadway Avenue were placed in flash. Surfacing, along with curb and gutter, was removed. All trees that conflicted with new construction were removed. Utility companies began relocating facilities in front of the new construction. The contractor has completed storm sewer and water line installation from Wynoka through Oak Street.

On Euclid Avenue, from Elizabeth Avenue to Fourth Street, no work is occurring in this segment except for traffic control on the north side of Elizabeth Street and the south side of Fourth Street. The road is closed on the south side of Elizabeth Street, and a T intersection is in place. A four-way stop was installed at Fourth Street.

On Euclid Avenue, from Fourth Street north to the divided four-lane section north of Eighth Street, traffic control was installed for two-way traffic in the southbound lanes. A crossover was built in the divided four-lane section north of Eighth Street. The contractor removed surfacing in the northbound lanes between Fourth and Seventh streets. Utility companies began relocating infrastructure to accommodate construction. Undercut has been removed.

On Wynoka Avenue, from Euclid Avenue east to Hilgers Gulch, the contractor removed surfacing and completed storm sewer installation from Highland Avenue to Hilgers Gulch.

April 7, 2026:

Beginning at 6 a.m. on Wednesday, April 8, 2026, the intersection of Highland Avenue and Wynoka Street is scheduled to close for new storm sewer installation. The closure is anticipated to be in place for three weeks.

Commuters will need to utilize alternative routes during this planned closure.

March 27, 2026: 

On Wednesday, April 1, 2026, Elizabeth Street, between Euclid Avenue and Grand Avenue, is scheduled to close to accommodate placement of city utilities and reconstruction of the street. Elizabeth Street is anticipated to reopen in late July 2026.

Commuters will need to utilize alternative routes during this planned closure of Elizabeth Street. The traveling public is asked to be alert through the entire Euclid Avenue project work zone for stopped conditions, longer queues of traffic, construction vehicles entering and exiting the work zones, and for workers adjacent to moving traffic.

March 9, 2026:

Euclid Avenue is now closed from Wynoka Street to Elizabeth Street until the anticipated reopening in late July 2026. A four-way stop will be placed at 4th Street and Euclid Avenue. Two-way traffic will be adjacent to construction work for the entirety of the 2026 construction season.

Feb. 25, 2026: 

The S.D. Highway 1889 (Euclid Avenue) urban reconstruction project within the city of Pierre is scheduled to begin its second year of construction. Weather dependent, work is scheduled to begin as follows: 

Beginning the week of March 2, 2026:

•    Euclid Avenue from Wynoka Street to Elizabeth Street
Traffic will be adjacent to construction work from March 2 through March 9, 2026. The week of March 9, 2026, this segment will be closed for reconstruction until the anticipated reopening in late July 2026.

•    Wynoka Street from Evans Street to Euclid Avenue
New storm sewer installation will continue. Traffic will be shifted to accommodate construction work.

Beginning the week of March 9, 2026:

•    Euclid Avenue from 4th Street to north of 8th Street
Two-way traffic will be adjacent to construction work for the entirety of the 2026 construction season.

•    Elizabeth Street from east of Grand Avenue to Euclid Avenue
This segment will be closed to accommodate new city water and sewer, and then reconstruction of the street, with an anticipated reopening in late July 2026.

As these segments are completed, work will advance into other segments of the Euclid Avenue reconstruction project. A 10-foot width restriction will be in effect for the entirety of the construction season when a two-way traffic condition exists. During the closure of Euclid Avenue from Wynoka Street to Elizabeth Street, over width and through vehicles will be detoured for the duration of the planned closure.   

Pedestrians will be detoured through and around the work zones as needed. The traveling public is asked to be alert through the work zone for longer queues of traffic, construction vehicles entering and exiting the work zones, and for workers adjacent to moving traffic.
