Project Updates:
June 1, 2026:

On Tuesday, June 2, 2026, the intersection of Highland Avenue and Wynoka Street is scheduled to be closed for the remainder of the week for the placement of asphalt pavement. The closure is weather dependent. The intersection will reopen as soon as pavement operations are complete. In the interim, local traffic commuters needing to access Wynoka Street can utilize Euclid Avenue between Broadway Avenue and Wynoka Street.
Euclid Avenue will continue to be closed north of the Euclid Avenue and Broadway Avenue intersection.
Commuters are encouraged to utilize alternative routes.
May 29, 2026:
Anticipated Work in June 2026:
On Euclid Avenue (from Broadway Avenue through Elizabeth Street):
Base course will be placed north of Elizabeth Street.
Concrete fillets will be installed at intersecting streets, and curb and gutter placement will continue throughout the corridor.
Asphalt paving will be well underway and may be completed, weather and project conditions permitting.
Luminaire and traffic signal footings, along with conduit wiring, will be installed. Luminaires and the traffic signal at Elizabeth Street may be erected and activated.
On Euclid Avenue (from Elizabeth Street to Fourth Street):
Traffic will be shifted to a two-way configuration in the southbound lanes.
Pavement removal will continue in the northbound lanes, and storm sewer installation beneath the outside northbound lane will be underway.
The City of Pierre will adjust water lines in preparation for future storm sewer installation.
In late June, the south side of Fourth Street at Euclid Avenue will be closed to through traffic for approximately three weeks to allow utility adjustments across the intersection.
On Euclid Avenue (from Fourth Street north to the divided four-lane section north of Eighth Street):
The contractor will continue undercut operations from Sixth Street to the north end of the project.
Base course placement will follow from Fourth Street to the north end of the project.
Depending on progress, concrete fillet installation may begin.
On Wynoka Avenue (from Euclid Avenue east to Hilgers Gulch):
Minor finish work will be completed.
On Elizabeth Avenue (from Grand Avenue to Euclid Avenue):
Storm sewer installation and base course placement will continue.
Most concrete fillets and curb and gutter work are expected to be completed.
Asphalt paving may begin.
May 2026 Completed Work:
On Euclid Avenue (from Broadway Avenue through Elizabeth Street):
Water line and storm sewer installation were completed.
Undercut operations were completed, and base course was placed through Oak Street.
Curb and gutter were installed from Wynoka Avenue to Seneca Street.
Concrete fillets were completed at Seneca Street.
On Euclid Avenue (from Elizabeth Street to Fourth Street):
The traffic signals at Elizabeth Street were removed.
The Elizabeth Street intersection was closed and will remain closed through the end of July.
City sanitary sewer and water line connections west of Elizabeth Street were completed.
Pavement was removed on the west half of Euclid Avenue from Elizabeth Street to First Street to allow installation of a new city water line. The east half remained open to provide business access.
On Euclid Avenue (from Fourth Street north to the divided four-lane section north of Eighth Street):
Traffic continued in a two-way configuration within the southbound lanes.
Storm sewer installation beneath the northbound lanes was completed through Sixth Street.
Backfill placement and subgrade compaction through Sixth Street were completed.
Roadway removal continued through Eighth Street, and undercut operations were underway.
On Wynoka Avenue (from Euclid Avenue east to Hilgers Gulch):
Storm sewer installation, undercut operations, and base course placement were completed.
Concrete fillets, curb and gutter, and sidewalk construction were completed.
Asphalt paving was completed from Evans Street to Euclid Avenue.
The Wynoka Avenue and Euclid Avenue intersection remained closed.
On Elizabeth Avenue (from Grand Avenue to Euclid Avenue):
This one-block segment remained closed and will continue to be closed through the end of July.
The City of Pierre replaced sanitary sewer and water lines east of Grand Avenue.
The contractor removed all existing surfacing, curb, and gutter.
Undercut operations were completed.
Utility coordination activities continued.

May 14, 2026:
As part of the current reconstruction project, the South Dakota Department of Transportation (SDDOT) will be adding warning devices and other safety enhancements to reduce the number of over height vehicle hits of the railroad overpass over Euclid Avenue in Pierre.
In 2010, SDDOT worked with the City of Pierre to install an over height detection system for the railroad overpass. As a part of the Euclid Avenue reconstruction project, the entirety of that system will be replaced and upgraded.
In 2025, the South Dakota legislature changed the route designation of U.S. Highways 14/83 (Euclid Avenue) to S.D. Highway 1889, with Highway 14/83 route designation being moved to Sioux Avenue, Wells Avenue, and Garfield Avenue.
With the current urban reconstruction project on Euclid Avenue, the SDDOT will install hanging clearance markers north and south of the railroad overpass designed to alert all vehicles of the allowable clearance before reaching the railroad overpass. If a vehicle makes physical contact with a hanging clearance marker, it will indicate to the driver that the vehicle is too tall to fit under the railroad overpass. The hanging clearance markers will not cause damage to vehicles.
In addition to lowering the road approximately nine inches, additional safety enhancements will consist of a LED stop sign for northbound traffic that will light up when a vehicle triggers the over height system. When a vehicle triggers the over height system for southbound traffic, a digital board will provide a message directing the vehicle to continue west on Pleasant Drive.
