S.D. Highway 46 through Wagner
Project Summary:
This project will consist of grading, surfacing, curb & gutter, sidewalk, lighting, signals, sanitary sewer, and water main. Crews will be regrading S.D. Highway 46 through Wagner with a three-lane section east of Washington Avenue and a five-lane section west of Washington Avenue. New lighting and sidewalks will be added through town along with crosswalks with flashing beacons that will improve safety for pedestrians. During the project, the City of Wagner is also installing new sanitary sewer and water main to upgrade their existing systems to ensure future reliability.

Project Updates:
Aug. 25. 2026:
Anticipated Work: August 15–September 15, 2026
During the next month, the contractor will continue infrastructure improvements, including grading, paving, utility work, and restoration activities. Work will continue generally from east to west along the south side of S.D. Highway 46 and is expected to include:
Completion of sidewalk installation along the south side of the roadway.
Placement of topsoil, seeding, and erosion-control measures along the south boulevard and in roadside ditches.
Completion of light pole installations on the south side of the roadway.
Completion of Phase Three improvements on the south side of eastbound Highway 46 through Grant Avenue.
Upcoming Phase 3-to-Phase 4 Traffic Switch
At the end of August, the contractor is anticipated to transition from phase 3 to phase 4. Following the traffic switch, construction will progress from west to east and is expected to include:
Modification of temporary traffic control to accommodate two-way traffic on the eastbound lanes and facilitate the traffic switch.
Removal of existing asphalt, concrete, and base-course materials.
Initiation of storm sewer, from the west city limits to 394th Avenue on the North Side.
Motorist and Public Safety Reminder
The South Dakota Department of Transportation appreciates the public’s continued patience and cooperation as these improvements are completed. The project is intended to enhance the safety, accessibility, and overall quality of this important transportation corridor.
Motorists are reminded to observe the posted 15 mph school-zone speed limit when children are present. The school-zone flashing beacons have been temporarily removed and are scheduled to be replaced. Until the beacons are restored, motorists should remain alert and carefully observe all posted speed limits and traffic-control devices.
Motorists should also use caution when traveling through the construction zone, allow additional travel time, and follow all temporary traffic-control measures.
Completed Work in Aug. 2026:
The contractor has made significant progress on the south side of S.D. Highway 46 from Grant Avenue west to the city limits despite intermittent rainfall. Key accomplishments during this period include:
Completion of paving operations to the eastbound end of phase 3 on the south side of Highway 46.
Installation of sidewalk following completion of roadway improvements to Walnut Avenue.
Installation of approaches and driveways to the city limits.
Initiation of light pole installation along the south side of the roadway.
Placement of topsoil along the south boulevard and in roadside ditches.

The contractor has continued making solid progress on the south side of S.D. Highway 46 from Grant Avenue west to the city limits despite intermittent rainfall. Key accomplishments during this period include:
Completion of paving operations extending west to the fire hall.
Sidewalk installation following completion of roadway improvements, extending to Gus Stop.
July 15, 2026 - August 15, 2026 Anticipated Work
Over the next month, the contractor will continue infrastructure improvements through additional grading and paving operations. Work will progress east to west along the south side of S.D. Highway 46 and is expected to include:
Continued paving operations extending west to the end of the eastbound south side of phase 3.
Completion of sidewalk installation along the south side following roadway improvements.
Ongoing installation of light poles and crosswalk features on the south side of the roadway.

The contractor has made significant progress on the south side of S.D. Highway 46 from Grant Avenue west to the city limits despite intermittent rainfall and challenges associated with matching existing roadway elevations. Key accomplishments during this period include:
Completion of storm sewer, sanitary sewer and water service installations on the south side of S.D. Highway 46.
Completion of paving operations extending west to High Avenue.
Preparation for sidewalk installation, which will follow roadway improvements.
June 15, 2026 – July 15, 2026 Anticipated Work
During the next month, the contractor will continue infrastructure improvements through additional grading and paving operations. Work will continue from east to west along the south side of S.D. Highway 46 and is expected to include:
Continued paving operations extending west to the fire hall.
