Project Summary:

The project will replace and upgrade all drainage structures leading to improved drainage. The project will be fully regraded cutting hills and filling valleys leading to improved sight distance. The project will include adding shoulder width to the segment.

Project Updates:

Nov. 24, 2025: 

Oct. 15, 2025 – Nov. 15, 2025 Completed Work: All mainline pipe and grading work has been completed. All gravel placement is finished. Temporary surfacing has been completed west of I-29, and temporary treated gravel surfacing has been completed east of I-29.

Anticipated Work Nov. 15, 2025 – Dec. 15, 2025
Ditch cleanup, shaping, and punch-list items will continue through the last half of November until completion. The project reopened to traffic on Nov. 15, 2025. Remaining temporary surfacing work will be completed in spring 2026. Paving for the project is anticipated to occur in summer 2026.

Nov. 13, 2025: 

S.D. Highway 28 from Estelline east to the S.D. Highway 15 junction is scheduled to reopen to traffic on Saturday, Nov. 15, 2025. This project which reconstructed 10 miles of Highway 28 included grading, structure work, and interim surfacing. While Highway 28 will be reopened to traffic, motorists are asked to stay alert for equipment and workers in the work zone. Crews will be completing the remaining clean-up work in the coming weeks, as weather allows.

A portion of the project roadway surface is a treated temporary gravel surface. Motorists should reduce speed and travel with care due to possible loose gravel. A lower posted speed of 45 mph will be in place through the gravel section until the area is paved. Permanent asphalt paving for this roadway is scheduled for 2026.
