S.D. Highway 28 East of Estelline to S.D. Highway 15

Project Summary:

The project will replace and upgrade all drainage structures leading to improved drainage. The project will be fully regraded cutting hills and filling valleys leading to improved sight distance. The project will include adding shoulder width to the segment.

Project Updates:

On Tuesday, April 8, 2025, grading work will begin on S.D. Highway 28 from Estelline east to the S.D. Highway 15 north junction. The anticipated grading schedule is west of Interstate 29 from April to August 2025, and to the east of I-29 from August to November 2025. Motorists should be aware that due to structure work, Highway 28 closures will be in place both west and east of I-29 beginning in April. 

Timeframes will be dependent upon weather conditions. Exceptions to the grading work include the Peg Munky Run Crossing and the I-29 interchange. 

Highway 28 will be fully closed to through traffic during the project with a truck detour provided along U.S. Highway 81, S.D. Highway 22, and S.D. Highway 15. A car detour route will be provided along Hamlin County Road A, Highway 22, and Highway 15. Access to businesses and residents along the project will be maintained with temporary access from the nearest mile line road during construction.
