Interstate 229 Exit 4 - Cliff Ave Reconstruction
Project Summary:
Years Two and Three: The project includes the reconstruction of exit 4 (Cliff Avenue) with added lighting, signals, and mainline Interstate work. The Interchange will be reconstructed as a Single Point Urban Interchange. This project includes two structure replacements. 41st Street will be realigned to intersect with the Lincoln High School entrance. Traffic signals will be added to the intersection of Cliff Avenue & 38th Street. Pedestrian mobility will be improved with a new trail, sidewalk, and access tunnels. The southbound I-229 lanes and structure will be constructed in 2025 and the northbound I-229 lanes and structure will be constructed in 2026.
Year One: This project includes the modification of the median crossovers with a temporary structure in preparation for the 2025 interchange reconstruction. This project also includes the temporary widening of Interstate 229 northbound.

Nov. 14, 2025:
On Wednesday, Nov. 19, 2025, the southbound lanes of Interstate 229 between exit 3 (Minnesota Avenue) and exit 5 (East 26th Street) are scheduled to reopen to traffic. These lanes were fully reconstructed as part of an overall interchange reconstruction project at exit 4 (Cliff Avenue). The southbound on- and off-ramps at exit 4 will remain closed until late November 2025, and traffic signals are fully installed at the southbound off-ramp.
Northbound I-229 will remain in its current two-lane configuration until all barriers, cones, and barrels are removed by crews and the pavement can be striped. This work is scheduled to be complete in early December, weather dependent.
Motorists are reminded to use caution and reduce their speed while workers and equipment are present in work zones.

Oct. 15 – Nov. 15, 2025 – Completed Work
Over the past month, contractors have made significant progress toward reopening mainline Interstate 229 and the southbound on- and off-ramps to traffic. All concrete paving, sidewalk, and curb and gutter work have been completed along I-229, 41st Street, and Cliff Avenue north of the interstate bridges.
The southbound interstate bridge has reached substantial completion, and all major grading activities are now finished.
Nov. 15 – Dec. 15, 2025 – Anticipated Work
The I-229 and Exit 4 reconstruction project is approximately fifty percent complete. Construction will continue through the 2026 season, with limited work expected during the winter of 2025–26.
Major tasks remaining in 2025 include:
- Installing lighting and traffic signals along Cliff Avenue, 41st Street, and 38th Street
- Completing landscaping work, including topsoil placement, seeding, and mulching in previously disturbed areas
- Removing all concrete traffic control barriers and restoring the northbound lanes to their original configuration
- Disassembling the temporary bridge and relocating it to Exit 3 for use in a future project
During the 2026 construction season, work will shift to the northbound lanes. Traffic will be maintained in a two-way traffic configuration on the newly constructed southbound lanes.
