Interstate 229 Exit 4 - Cliff Ave Reconstruction
Project Summary:
Years Two and Three: The project includes the reconstruction of exit 4 (Cliff Avenue) with added lighting, signals, and mainline Interstate work. The Interchange will be reconstructed as a Single Point Urban Interchange. This project includes two structure replacements. 41st Street will be realigned to intersect with the Lincoln High School entrance. Traffic signals will be added to the intersection of Cliff Avenue & 38th Street. Pedestrian mobility will be improved with a new trail, sidewalk, and access tunnels. The southbound I-229 lanes and structure will be constructed in 2025 and the northbound I-229 lanes and structure will be constructed in 2026.
Year One: This project includes the modification of the median crossovers with a temporary structure in preparation for the 2025 interchange reconstruction. This project also includes the temporary widening of Interstate 229 northbound.

June 20, 2025:
May 15, 2025 – June 15, 2025, Completed Work: The contractors have made significant progress on the I-229 and exit 4 project. Rough grading is underway on the southbound mainline, off-ramp, and on-ramp. Pavement removal has been completed along Cliff Avenue from 38th Street to the I-229 bridges, clearing the way for upcoming improvements. The pedestrian tunnel beneath the southbound off-ramp is now fully constructed, enhancing future accessibility. Storm sewer installation has been completed along both 41st Street and Pam Road, which will improve drainage in the area. Additionally, sheet piling has been installed in the I-229 median to support construction of the new bridge, allowing work to proceed without impacting the existing northbound structure.
Anticipated work June 15, 2025 – July 15, 2025: The primary focus in the coming weeks will be completing the surfacing work on 41st Street and continuing installation of underground utilities along Cliff Avenue. Contractors will proceed with grading the southbound I-229 mainline, off-ramp, and on-ramp. Utility crews will install storm sewer, water main, and sanitary sewer infrastructure at key locations, including Cliff Avenue, Pam Road, and near Lincoln High School. Meanwhile, the bridge contractor will begin driving piling and pouring concrete piers for the new southbound I-229 bridge. Last of all, paving crews will surface 41st Street along its new alignment, which will connect seamlessly with the entrance to Lincoln High School.

May 20, 2025:
Beginning Tuesday, May 27, 2025, Cliff Avenue will be closed to all traffic from north of the existing northbound Interstate 229 exit ramps to 38th Street in Sioux Falls. The closure is needed for the contractor to reconstruct this portion of Cliff Avenue and the Sioux Falls Lincoln High School parking lot.
This portion of Cliff Avenue is scheduled to be closed until mid-August. A signed detour will be provided to motorists utilizing 33rd Street, 57th Street, and Minnesota Avenue to navigate around the work zone. Once reopened, traffic will be restored in one lane both northbound and southbound.
