U.S. Highway 14 and 83 - Euclid Ave
Project Updates:
Nov. 19, 2025:
Beginning Thursday, Nov. 20, 2025, access to businesses on East Pleasant Drive in Pierre will be from Sioux Avenue and South Pierre Street as well as South Highland Avenue and East Pleasant Avenue drive.
South Euclid Avenue will be closed to through traffic, with a temporary turnaround located at the intersection of Pleasant Avenue to allow crews to install pavement.
Business access is anticipated to be restored to its traditional configuration by Friday, Dec. 5, 2025.
Nov. 15, 2025:
Oct. 15, 2025 – Nov. 15, 2025, Completed Work:
- Pierre Street (Sioux Avenue to one block north):
Permanent pavement markings were installed. Concrete approaches were placed for alleys and businesses. - Pierre Street (One block north of Sioux Avenue to Pleasant Drive):
The contractor completed curb and gutter installation and permanent surfacing up to the south side of Pleasant Drive. - Pierre Street (West Pleasant Drive to East Pleasant Drive):
Undercut and subgrade work were completed. All storm sewer and gravel surfacing were installed. Concrete forms were set for mainline paving. - Euclid Avenue (East Pleasant Drive to north of Capitol Avenue):
Permanent pavement markings were installed. - Euclid Avenue (North of Capitol Avenue through Prospect Avenue):
Luminaire placement was completed. Permanent pavement markings were installed. - Euclid Avenue (Prospect Avenue through south of Wynoka Street):
The contractor completed curb and gutter placement and installed concrete fillets at Broadway Avenue. Asphalt surfacing is complete. Traffic signal foundations were installed and luminaire pole installation is underway. Sidewalk and ADA ramp work has begun. - Hilgers Gulch / Wynoka Street Storm Sewer Outfall:
Storm sewer installation is complete to the east end of Wynoka Street. The trench was backfilled and topsoil placed in Hilgers Gulch. Sidewalks were re-established and are now open.
Anticipated Work Nov. 15, 2025 – Dec. 15, 2025:
- Pierre Street (One block north of Sioux Avenue to west Pleasant Drive):
The contractor will place concrete mainline pavement, curb and gutter, business approaches, fillets, intersecting streets, and—weather permitting—sidewalks and ADA ramps. - Pierre Street (West Pleasant Drive to East Pleasant Drive):
With favorable weather, curb and gutter, mainline concrete pavement, and business approaches will be placed. Sidewalk work will begin, and luminaire installation will continue. This segment may be opened to through traffic depending on conditions. - Euclid Avenue (East Pleasant Drive to north of Capitol Avenue): Complete.
- Euclid Avenue (North of Capitol Avenue through Prospect Avenue): Complete.
- Euclid Avenue (Prospect Avenue through south of Wynoka Street):
Sidewalks, ADA ramps, luminaires, traffic signals, and permanent pavement markings will be completed. This segment is expected to open by the end of November. - Hilgers Gulch / Wynoka Street Storm Sewer Outfall:
No additional work is expected until spring 2026.

Sept. 2, 2025:
During the week of Sept. 8, 2025, storm sewer installation will begin on the west side of Hilgers Gulch for the Wynoka Street storm sewer drainage in Pierre. Sidewalks on the west side of Hilgers Gulch will be closed to accommodate construction. Sidewalks will be reopened as construction progresses. Work in Hilgers Gulch will continue through the remainder of the 2025 construction season.

On Thursday, March 20, 2025, the South Dakota Department of Transportation (SDDOT), along with the City of Pierre, and Morris Inc., held a public informational meeting to discuss the upcoming Euclid reconstruction project in Pierre. The meeting, included construction timelines and traffic changes. Morris, Inc., the contractor for the Euclid Avenue reconstruction project, provided a short presentation at each meeting.
