U.S. Highway 14 and 83 - Euclid Ave
Project Updates:
Aug. 18, 2025:
June 15, 2025 – July 15, 2025, Completed Work:
- Sioux Avenue: After storm sewer pipe, drop inlets, and utility installation, the contractor completed earthwork, base course, and concrete for the new westbound lanes. Once the concrete reached strength, traffic was shifted to the outside eastbound and westbound lanes. The left-turn bay was then constructed with base course and concrete, and the intersection was striped. Traffic was restored to its pre-construction configuration on July 9. Lower Pierre Street reopened as a southbound, one-way street, and detour signing to Lower Pierre Street businesses on Central, Highland, and Dakota avenues was removed.
- Pierre Street (Sioux Avenue to one block north): The contractor completed water line installation, set drop inlets and manholes, installed storm sewer, and completed undercut and grading work.
- Euclid Avenue (East Pleasant Drive to Prospect Avenue): The Prospect Avenue/Euclid Avenue intersection was closed as construction advanced north. Base course was placed through Capital Avenue, which reopened to east-west traffic with a gravel crossing under a stop condition. Access from the north and south remained closed. From Pleasant Drive north, curb and gutter, sidewalks, and ADA ramps were placed. Concrete paving was completed just north of the Euclid Avenue/East Pleasant Avenue intersection.
Anticipated Work July 15, 2025 – Aug. 15, 2025:
- Sioux Avenue/Lower Pierre Street: Traffic signal installation is expected by late July. Until then, pedestrians will continue to be routed from Sioux Avenue to Pleasant Drive via Central and Highland avenues.
- Pierre Street (Sioux Avenue to one block north): Curb and gutter, sidewalks, ADA ramps, concrete paving, and permanent striping will be completed. This segment will open to traffic from Sioux Avenue with a cul-de-sac near the railroad overpass to allow traffic to U-turn back to Sioux Avenue.
- Pierre Street (One block north of Sioux Avenue to Pleasant Drive): Surfacing removal, new water line placement, sanitary sewer installation, storm sewer, and drop inlet work will begin.
- Euclid Avenue (East Pleasant Drive to north of Capital Avenue): Curb and gutter, sidewalks, ADA ramps, asphalt paving, and striping will be completed through the Capital Avenue intersection, reopening the area to traffic and pedestrians.
- Euclid Avenue (Capital Avenue to north of Prospect Avenue): The contractor will continue moving north of Prospect Avenue with surfacing removal, utility relocation, new water line installation, storm sewer work, and undercutting.

During the week of Aug. 11, 2025, a series of traffic changes will be implemented. Pierre Street will be opened from Sioux Avenue to south of the railroad overpass where traffic will U-turn and return to Sioux Avenue. Access to the alleys immediately south of the railroad overpass will be closed. After-hours mail currently located in the alley north of the U.S. Post Office will be temporarily relocated to Pierre Street in front of the U.S. Post Office.
The intersection of Pleasant Drive and Pierre Street will be closed. Access to businesses east of the intersection will be from Euclid Avenue and Highland Avenue. Access to businesses west of the intersection will be from West Pleasant Drive.
Euclid Avenue will be opened between Pleasant Drive and Capitol Avenue for vehicular traffic, but will remain closed to pedestrians.
The intersection of Capital Avenue and Euclid Avenue will be open as a three-way stop, with Euclid Avenue closed north of Capital Avenue.
The intersection of Prospect Avenue and Euclid Avenue will be closed as construction commences through the intersection.
The intersection of Euclid Avenue and Broadway Avenue will be closed.
Pedestrians will be able to cross all four legs of the Sioux Avenue and Pierre Street intersection to access the U.S. Post Office in the northeast quadrant of the intersection.

On Wednesday, May 28, 2025, at 11 a.m., the weekly informational meeting will be held at the AGC Building located at 300 East Capitol Ave., Suite 1 in Pierre. The general public, local businesses, and EMS personnel are encouraged to attend to learn more about the project and the new traffic configurations.

Past Meeting Information:
On Thursday, March 20, 2025, the South Dakota Department of Transportation (SDDOT), along with the City of Pierre, and Morris Inc., held a public informational meeting to discuss the upcoming Euclid reconstruction project in Pierre. The meeting, included construction timelines and traffic changes. Morris, Inc., the contractor for the Euclid Avenue reconstruction project, provided a short presentation at each meeting.
