Project Updates:

Oct. 27, 2025: 

Sept. 15, 2025 – Oct. 15, 2025, Completed Work:
Pierre Street (from one block north of Sioux Avenue to Pleasant Drive): The contractor completed installation of storm sewer, drop inlets, and manholes to West Pleasant Drive. Undercut and sub-surface grading from the railroad overpass to West Pleasant Drive are nearly complete.

West Pleasant Drive to East Pleasant Drive: Surfacing was removed, and traffic is using temporary surfacing. Traffic has been shifted as needed to accommodate construction. Access to businesses remains open via Euclid Avenue from Capitol Avenue.

Euclid Avenue (from East Pleasant Drive to north of Capitol Avenue): The contractor placed luminaires and traffic signals at Capitol Avenue. The signals are now active, and permanent striping has been placed.

Euclid Avenue (from north of Capitol Avenue through Prospect Avenue): Asphalt surfacing and permanent pavement markings were completed. Luminaire placement is underway. Prospect Avenue has been permanently surfaced and is open to traffic.

Euclid Avenue (from north of Prospect Avenue through Broadway Avenue): The contractor completed gravel surfacing, curb and gutter, and most sidewalk placement. Broadway Avenue remains closed.

Euclid Avenue (from Broadway Avenue to south of Wynoka Street): The contractor removed surfacing, curb and gutter, and sidewalk. Utility relocation and undercut are complete, and new storm sewer has been installed.

Hilgers Gulch/Wynoka Street Storm Sewer Outfall: Trees were cleared, and utilities were relocated. The contractor excavated and installed the storm sewer outfall to the natural drainage in Hilgers Gulch. Storm sewer pipe was placed near the east end of Wynoka Street.

Anticipated Work Oct. 15, 2025 – Nov. 15, 2025:
Pierre Street (from one block north of Sioux Avenue to Pleasant Drive): The contractor will complete curb and gutter, permanent surfacing, and sidewalk placement.

West Pleasant Drive to East Pleasant Drive: Undercut, storm sewer, and subgrade compaction will be completed, followed by gravel surfacing. Curb and gutter placement will begin along with some concrete pavement work. Traffic will be shifted as needed to accommodate construction. Access from East Pleasant Drive to Highland Avenue will be closed for approximately three days for storm sewer placement and utility adjustments. Access to businesses will remain open via Euclid Avenue from Capitol Avenue.

Euclid Avenue (from East Pleasant Drive to north of Capitol Avenue): Work in this segment is complete.

Euclid Avenue (from north of Capitol Avenue through Prospect Avenue): Luminaire placement will be completed. Remaining work includes topsoil placement and seeding. Prospect Avenue will remain permanently open.

Euclid Avenue (from Prospect Avenue through south of Wynoka Street): The contractor will complete curb and gutter, sidewalk placement, and concrete fillets at Broadway Avenue. Asphalt placement, traffic signal, and luminaire installation will also be completed.

Hilgers Gulch/Wynoka Street Storm Sewer Outfall: Storm sewer installation will be completed to the east end of Wynoka Street. The trench will be backfilled, topsoil placed, and sidewalk re-established in Hilgers Gulch.

Sept. 2, 2025: 

During the week of Sept. 8, 2025, storm sewer installation will begin on the west side of  Hilgers Gulch for the Wynoka Street storm sewer drainage in Pierre. Sidewalks on the west side of Hilgers Gulch will be closed to accommodate construction. Sidewalks will be reopened as construction progresses. Work in Hilgers Gulch will continue through the remainder of the 2025 construction season.

On Thursday, March 20, 2025, the South Dakota Department of Transportation (SDDOT), along with the City of Pierre, and Morris Inc., held a public informational meeting to discuss the upcoming Euclid reconstruction project in Pierre. The meeting, included construction timelines and traffic changes. Morris, Inc., the contractor for the Euclid Avenue reconstruction project, provided a short presentation at each meeting.

Urban reconstruction, asphalt and concrete surfacing, storm sewer, lighting, signals, sanitary sewer and water main replacement.

  • U.S. Highway 14/83 (Euclid Avenue) – from Sioux Avenue intersection to the divided highway west of S.D. Highway 1804 in Pierre.

  • Elizabeth Street (between Highway 14 and Grand Avenue).

  • Wynoka Street drainage outfall.
