S.D. Highway 28 in Toronto
Project Summary:
The project will fully reconstruct the roadway through Toronto, including utility upgrades, new curb and gutter, and new lighting.
Crews will also place a new asphalt concrete surface and add sidewalks throughout the project limits to improve safety and accessibility for all users.
The road will stay open during construction, with traffic alternating through a single lane.

Project Updates:
Aug. 19, 2026:
On Monday Aug. 24, 2026, a traffic switch is scheduled on S.D. Highway 28 through Toronto. The traffic switch is needed to begin phase two of the urban reconstruction project. The project is reconstructing one-half mile of Highway 28 within the city limits of Toronto including grading, storm sewer, lighting, and asphalt surfacing.
A separate utility project is being completed by the town of Toronto to replace watermain along Highway 28 within the city limits. The utility work is scheduled to happen just prior to roadway work.
Traffic Impacts:
Highway 28 will be built one-half at a time with two-way traffic maintained throughout the project. Temporary roadway and pedestrian access will be maintained during the project for local businesses and residents.

July 23, 2026:
Anticipated Work in Aug. 2026: The contractor has begun curb and gutter placement for phase 1. They plan to complete curb and gutter, fillets, and sidewalk work for phase 1 by the first week of August. Additional base course and prime oil will be placed to establish a temporary surface before switching traffic to phase 2. The contractor anticipates moving traffic to phase 2 by mid‑ to late August. phase 2 utility and storm sewer work is expected to begin by the end of August.
Completed Work in July 2026: The contractor has finished salvage and base course placement on phase 1. Grading operations on both ends of the urban portion of the project for phase 1 are well underway.

June 29, 2026:
Anticipated Work in July 2026: The contractor will continue grading operations and undercut excavation on phase 1. The contractor also plans to complete salvage gravel placement and make significant progress on curb and gutter and sidewalk construction during July.
Completed Work in June 2026: The contractor completed storm sewer installation and drop inlet construction on phase 1. Grading operations also began from Dakota Street to the east city limits as part of phase 1.

May 20, 2026:
Anticipated Work in June 2026: The contractor is expected to complete storm sewer installation for phase 1 (north half of the roadway) by early June and will continue drop inlet placement. Grading and gravel placement for phase 1 will begin. Curb and gutter and sidewalk placement are anticipated in late June.
Completed Work in May 2026: Storm sewer installation from Pheasant Street to Frontier Street complete, with three of five blocks finished. Drop inlet placement from Dakota Street to Frontier Street is expected to be complete, with two of five blocks finished.
