Project Summary:

The project will fully reconstruct the roadway through Toronto, including utility upgrades, new curb and gutter, and new lighting.

Crews will also place a new asphalt concrete surface and add sidewalks throughout the project limits to improve safety and accessibility for all users.

The road will stay open during construction, with traffic alternating through a single lane.

Project Updates:

April 17, 2026:

April 2026 Completed Work:

The contractor completed setup of two-way traffic control and installed erosion control measures. Crews also removed the existing surfacing on the north half of the project.

Anticipated Work – May 2026:

The contractor will complete water main work and is expected to begin storm sewer installation.

April 7, 2026:
On Thursday, April 9, 2026, a urban reconstruction project will begin on S.D. Highway 28 through Toronto. Traffic control will be placed first. Weather dependent, roadway work is scheduled to begin on Monday, April 13, 2026.

The project will reconstruct one-half mile of Highway 28 within the city limits of Toronto including grading, storm sewer, lighting, and asphalt surfacing. A separate utility project is being completed by the city of Toronto to replace watermain along Highway 28 within the city limits.
