Interstate 229 Exit 4 - Cliff Ave Reconstruction

Project Summary:

Years Two and Three: The project includes the reconstruction of exit 4 (Cliff Avenue) with added lighting, signals, and mainline Interstate work. The Interchange will be reconstructed as a Single Point Urban Interchange. This project includes two structure replacements. 41st Street will be realigned to intersect with the Lincoln High School entrance. Traffic signals will be added to the intersection of Cliff Avenue & 38th Street. Pedestrian mobility will be improved with a new trail, sidewalk, and access tunnels. The southbound I-229 lanes and structure will be constructed in 2025 and the northbound I-229 lanes and structure will be constructed in 2026.

Year One: This project includes the modification of the median crossovers with a temporary structure in preparation for the 2025 interchange reconstruction. This project also includes the temporary widening of Interstate 229 northbound.

Project Updates:

Aug. 13, 2025: 

Cliff Avenue will be open to one lane of traffic in each direction through the I-229 interchange on Thursday, August 21, 2025. 41st Street will be open from Minnesota Avenue to Cliff Avenue on Thursday, August 21, 2025. Pedestrian access is open along the east side of Cliff Avenue, through the interchange. A temporary traffic signal is located at Cliff Avenue and 41st Street. A temporary pedestrian signal is located at Cliff Avenue north of 38th Street I-229 remains under construction: The southbound on- and off-ramps remain closed, and the northbound on- and off-ramps remain open. All access points to Lincoln High School will be open.

July 15, 2025 – Aug. 15, 2025, Completed Work: Over the past month contractors have made substantial progress on key elements of the project, including bridge construction, retaining walls, and paving work. The bridge contractor successfully completed the bents for the southbound Interstate 229 bridge. At exit 3, a new retaining wall was constructed on the east side of Minnesota Avenue, while another large panel retaining wall was completed at exit 4, between I-229 and the southbound off-ramp. 

In addition to the structural work, significant concrete paving has taken place along 41st Street and Cliff Avenue. Paving and sidewalk installation on 41st Street are now fully complete, and nearly all pavement work on Cliff Avenue between 38th Street and the bridges is finished. 

Anticipated work Aug. 15, 2025 – Sept. 15, 2025:  
Work anticipated over the coming month will focus on bridge construction, grading, and paving activities. In the next week, girders will be set for the bridge, followed by formwork installation for the bridge deck. Grading operations will continue along the I-229 mainline from exit 4 to the west end of the project. Paving efforts will concentrate on the I-229 mainline from the bridge to the east end. 

Additional work will take place on the southbound off-ramp and sidewalk installation along Cliff Avenue is expected to be completed. Once sidewalk work is finished, crews will begin constructing the bike trail on both sides of the pedestrian tunnel built in May. Finally, traffic control signs and devices will be installed in preparation for reopening Cliff Avenue and 41st Street to traffic.

Aug. 6, 2025: 

On Tuesday, Aug. 12, 2025, from 8 p.m. until 6 a.m. on Wednesday, Aug. 13, 2025, an overnight lane closure will be in place for the southbound driving lane at Interstate 229 near exit 4 at Cliff Avenue. A second overnight lane closure for this same area is also scheduled from 8 p.m. on Thursday, Aug. 14, 2025, until 6 a.m. on Friday, Aug. 15, 2025.

The overnight lane closures are planned for the contractor to set bridge girders for the new Interstate 229 southbound bridge at exit 4. Motorists are reminded to use caution and reduce their speed while workers and equipment are present.

July 18, 2025: 

June 15, 2025 – July 15, 2025, Completed Work: Contractors have completed water main, sanitary sewer main, and storm sewer work for Cliff Avenue, 41st Street, and Pam Road.  Most of the rough grading for southbound I-229 along with the southbound on and off ramps has been completed.  The contractor also has driven pile and poured the footings and stems for the southbound bridge piers.   

Anticipated work July 15, 2025 – Aug. 15, 2025: The main focus in the coming weeks will be completing the surfacing work on Cliff Avenue and 41st Street so that these roads can be opened to traffic before the start of the new school year. The retaining wall contractor will also be working on installing an MSE wall, which will be located between southbound I-229 and the southbound off-ramp. Meanwhile, the bridge contractor will continue constructing the substructure for the southbound bridge and plans to install new steel girders in early to mid-August.
