Consultant Services

The South Dakota Department of Transportation uses the services of consulting engineers, architects, surveyors, and other specialists to perform work supplementing department forces or to provide services that the department is not staffed or equipped to do. Use of consultants allows the Department to accomplish our mission in an effective and timely way. Included on this page, you will find a variety of information including forms, guidelines, and other resources to help you provide transportation and consulting-related services which meet the guidelines of the SDDOT.

SDDOT maintains a consultant prequalification process in accordance with the Code of Federal Regulations 23 CFR Part 172.  Every three years, SDDOT solicits interest from consultants for the prequalification process and addition to the retainer.  Services are grouped into specific categories of work.  

For specific projects, SDDOT requires consultants to be pre-qualified.  For work not covered under any prequalification work type, consultants may utilize sub-consultants, at their discretion, with approval from SDDOT. PreQualification is not a guarantee of work.  SDDOT is not obligated to award a contract or complete a project under this program.

GENERAL TIMELINE OF RETAINER PROCESS 

Year 1
  • YEAR 1
    • March
      • Consultant Services Coordinator posts Requests For Qualifications
      • Consultant Services Coordinator publishes notice for Statements of Interest in SD newspapers
      • Consultant Services Coordinator updates SDDOT website
    • June:
      • Qualifications due from consultant
    • July:
      • Rankings due from selection committee; Retainer Board meets to approve
    • August:
      • Meet with Retainer Committee for final approval of selection lists
      • Submit lists to Secretary for final approval
      • Confirm that selected consultants are registered as corporations with the Secretary of State’s Office
    • September:
      • Consultant Services Coordinator notifies consultants whether they’ve been selected or not. Retainer Agreements will be attached to the selection email.
    • October:
      • Consultants send all retainer paperwork back to Consultant Services Coordinator
    • December:
      • Consultant Services Coordinator sends completed Retainer Agreement back to Consultant
      • Retainer lists are updated on the SD DOT website
Interim Years 2 and 3

INTERIM YEARS 2 AND 3

    • Consultant Services Coordinator posts Requests For Qualification
    • Consultant Services Coordinator publishes notice for Statements of Interest in SD newspapers
    • NOTE: Consultants may reapply for the categories they were not selected for the first go-round but MUST provide SIGNIFICANT improvement on the 925 form.
  • July:
    • Qualifications due from consultant
  • August:
    • Rankings due from selection committee; Retainer Board meets to approve
    • Meet with Retainer Committee for final approval of selection lists
    • Submit lists to Secretary for final approval
    • Confirm that selected consultants are registered as corporations with the Secretary of State’s Office
  • September:
    • Consultant Services Coordinator notifies consultants whether they’ve been selected or not. Retainer Agreements will be attached to the selection email.
  • October:
    • Consultants send all retainer paperwork back to Consultant Services Coordinator

Frequently Asked Questions

1. For the Prequalification, can we submit the SF330 form instead of the DOT-925 form?
No. Please only submit the DOT-925 form. Remember to submit a pdf document for EACH category you wish to apply for.
2. Does the consultant have to apply for both the state and local categories if they wish to do work for both, even though it is the same category?
Yes. Please apply for each category individually, whether it be state, local, or both.
3. Can we submit the AASHTO ICQ instead of the SD ICQ once selected for the retainer?
No. Please submit the SD ICQ form.
4. How should the consultant mail the required information on the checklist to you?
Please physically mail all of the required documents, signed in blue ink. I need to have wet, original signatures on file.
