Project Summary:
Cold Milling asphalt and asphalt concrete resurfacing. Installation of a new concrete cross pipe.

Project Updates:
Aug. 1, 2023:
July Completed Work: Asphalt Paving completed the flush seal, hauled base course to all approaches and intersecting roads, and had the subcontractor complete the pavement markings. All work is now complete on the project.

June 29, 2023:
Early June Completed Work: Asphalt Paving & Materials has completed the blade laid lift and started mainline paving. There will be uneven lanes at times. Traffic will be controlled with flaggers and a pilot car during working hours.
Mid-Late June Completed Work: Asphalt Paving & Materials has completed all mainline and auxiliary paving. They will begin the flush seal operations on Friday, June 30, 2023. Traffic will be controlled with flaggers and a pilot car during working hours.
Anticipated work in July: Asphalt Paving will complete the flush seal and haul base course to intersecting roads and entrances. Pavement markings will be completed shortly after the flush seal.

May 22, 2023:
May Completed Work: Replacement of the large pipe west of Willow Lake has been completed and the roadway was opened to traffic. Milling operations are scheduled to begin on Tuesday, May 30, 2023. Traffic will be maintained via flaggers and pilot cars.
Anticipated Work in June: Asphalt paving will begin at the completion of the milling operations. Tentatively scheduled for Tuesday, June 6, 2023.

May 3, 2023:
Replacement of the pipe 6 miles west of Willow Lake has begun. The roadway is closed to traffic at this time. US 212 is the most likely detour route. Installation is expected to be completed by May 15th if the weather cooperates.
Cold Milling and asphalt paving is expected to begin on May 30, 2023.

April 27, 2023:
On Monday, May 2, 2023, the contractor will close Highway 28 between 422nd Avenue and 423rd Avenue. Read the full release here.
Asphalt Paving and Materials Company from Huron will be completing a milling and asphalt overlay on that section of roadway. There will also be a new pipe installation approximately 1.5 miles west of County Road 46. S.D. Highway 28 will be closed for approximately two weeks in begining May 2, 2023 while the pipe is installed. Milling and asphalt paving is expected to begin in early June.

Please choose a different route such as U.S. Highway 14 or U.S. Highway 212 if possible.
There will be message boards placed at the S.D. Highway 37/S.D. Highway 28 and S.D. Highway 25/ S.D. Highway 28 junctions to inform travelers.
