Location:  PCN 027B - U.S. Highway 14 (6th Street) from Main Ave. to Medary Ave. in Brookings
                       PCN 073A – Intersection of U.S. Highway 14 Bypass and 22nd Ave. in Brookings            

Improvement Type:  PCN 027B - Grading, PCC Pavement, Curb & Gutter, Storm Sewer, Lighting,  Signing, Signals, ADA and Pavement Markings. 
PCN 073A – Span wire traffic signal and turn lane addition

A Tied Utility Project with the City of Brookings will replace current water and sanitary sewer lines along with some electrical ducting within the project limits. 

The cost of the project is $5.74 million of which $4.76 million is the State Project and $1.01 million is the City Utility Project. 

When:  Construction is scheduled for 2020 with a tentative start date of May 4, 2020.

Upcoming Work:
2 phases of construction have been established for this project and are as follows:

  • Phase 1:  Install traffic control for local detour and close 6th Street to traffic from Main Ave. to Medary Ave.  Complete removal and reconstruction of 6th Street from Main Ave. through 7th Ave.  Complete span wire traffic signal installation and turn lane at intersection of Highway 14 Bypass and 22nd Ave.
  • Phase 2:  Reopen newly completed section of 6th Street from Main Ave. to 7th Ave. and adjust local detour.  Complete reconstruction of 6th Street from 7th Ave. to Medary Ave. and then reopen roadway from 7th Ave. to Medary Ave. 

Traffic Affects:  Through traffic and over-width traffic will be detoured on I-29 and the  Highway 14 Bypass.  Local traffic will be detoured utilizing 8th Street from Medary Avenue to Main Avenue for Phase 1 and then 8th Street from Medary Avenue to 7th Avenue for Phase 2. 

The contractor will be installing Business Signs along local detour routes to help direct the local traffic to access points for the affected businesses.  No Parking Signs will also be installed on these routes and be in effect for the duration of the detour.

Flaggers, lane closures and shoulder closures will be used throughout construction work for the traffic signal and turn lane installation at the intersection of the Highway 14 Bypass and 22nd Avenue.

Project Completion:  Field work completion date for the project is Sept. 18, 2020, with a 60-calendar day provision for each Phase of the contract.  Traffic Signal installation at the intersection of the Highway 14 Bypass and 22nd Avenue has an interim completion date requirement of June 26, 2020.  The contractor will have the opportunity to earn incentives on the project for early completion. 

Bi-Weekly Construction Updates:

Project Meetings:  Once the CDC and Gov. Noem recommendations for public meeting restrictions are lifted, meetings will be held every Thursday at 9 a.m. in the Brookings DOT conference room at 2131 34th Avenue.
